Irukkiram
Irukkiram is now being printed and distributed by the Veerakesari, one of the leading daily newspapers of the Associated News Papers of Ceylon Limited. Though it comes with a new face and form there has been no changes in the content. Irukkiram is published as a weekly magazine and is marketed at almost half of its previous price (60%). It carries several articles of interest and is well received by its fans and readers.
 
 

 

Campaign to empower rural women to come forward to be members of the Mediation Boards

After the cessation of hostilities, one would notice many conflicts arising among the Internally Displaced Persons (IDP) or persons who have returned to their severely destroyed residential areas. Many of such conflicts that did not get resolved at their early stages could have ended in serious tragedies. In this context it should be noted that Medation Boards are functioning successfully in many parts of the country without much costs and waste of time.
Currently the Mediation Boards Commision functioning under the Ministry of Justice had requested the Divisional Secretaries of nominate names to select Mediators, either to the functioning Mediation Boards or to the new Mediation Boards gazetted. However, even within the lists of names proposed by these Divisional Secretaries, names of women are found to be very few.
We trust that you would agree that the representation of women need to be increased in these Mediation Boards as almost all incidents do relate and affect the women folk and many decisions taken by all men Medaitors could be “settled” with or without gender sensitiveness. Therefore, we request you take adequate effort to nominate honest, brave and socially accepted women without political affiliation in your areas to represent women in the Mediation Boards.
Please send at least five such names to “Viluthu” for us to do the needful.

Formulation of the Education Act

Viluthu as part of the Campaign for Better Education has begun lobbying action to endure the proposal submitted jointly as well as individually to the drafting committee of the Ministry of Education are included and implemented within the proposed Education Act.

Supporting the development of formal education in Sri Lanka is one of the objectives of  Viluthu. In this context it has engaged with the process  initiated by the government of Sri Lanka in formulating a new education Act  since the year 2007. After many deliberations, and scrutinizing hundreds of submissions, and after having been derailed due to continuing elections throughout 2009 and 2010, the  government has reopened  this process since middle of this year.

Viluthu, along with the Campaign for Better Education has initiated a series of activities in lobbying parliamentarians, Buddhist clergy and community leaders to bring about far reaching changes in our education Act. Primary of our demands is to ensure an education infused with values of pluralism not only in the curriculum content, but also in the way schools are managed and education is organized. Secondly, we request for a devolution of power to the regional administration so that teacher recruitment, curriculum delivery and text book usage are targeted to the needs of the particular region. Thirdly, we request for greater autonomy for School Development Societies, so that more resources of the State could be targeted at all the disadvantaged schools in all the districts, including Colombo.     Training Of Trainers Programme On Mediation  
   
   A training of trainers workshop on Mediation was held on the 26th and 27th of November 2011 at ESID, Havelock Road, Colombo 06. The Resource persons were Mr. M. Thirunavukarasu, a lawyer by profession and Mrs. Sarojini Kanendran, the Chairperson of Viluthu. The TOT was conducted in order to train the mediators from the districts covered by the Viluthu branch offices. It is expected that these trainers will conduct training programs from January to March 2012 to participants who would be the nominees not only in conflict mitigation,  but also become role models of the society, who can bring about a change towards equity and social integration. Such persons, as Viluthu believes will become  good mediators when they sit in sessions of the Mediation Board, if selected.
   
    Awarding Of Certificates For TOT Participants  
   
Viluthu has successfully conducted a Training of Trainers programme in ‘Gender and Development’ in the Jaffna District. The participants of this programme were awarded with certificates of merit during a ceremony which was  held in Jaffna at the Kailasapathy Arts Theatre of the University of Jaffna on the 5th of November 2011. The District Secretary of Jaffna, Mrs. Imelda Sugumar was  the Chief Guest of the occasion while several distinguished personalities graced the occasion as guest speakers.
   
    Annual Progress Review Of Viluthu\'s Programmes  
   
The residential sessions of the progress review were held for five days from 26th to 30th September 2011, in Colombo. The aim of the review was to analyze the past performance, including the achievements and setbacks faced by the different programmes implemented by Viluthu in the four districts. The District Officers, Documentation Officers, and Field Officers of the Viluthu\'s branches in the districts of Jaffna, Puttalam, Trincomalee and Batticaloa participated in these sessions. The sessions were facilitated by the C.E.O and specialized persons in the field of counseling and relationship building. The Chairperson and the members of the Board participated and encouraged the officers for their commitment and effort to highlight the programmes of Viluthu.
   
    Yet Another Collaboration Forged!  
   
Viluthu signed an agreement with the Sri Lanka Foundation, a pioneering state Institute mandated for Adult Education, on 15th September 2011 to jointly conduct a course in Journalism in Tamil. The six month course on journalism has been conducted by Viluthu since 2009 and more than 80 men and women have benefited through the four batches of course conducted till end of June 2011. The Sri Lanka Foundation in appreciation of the Journalism Course conducted by Viluthu has come forward to collaborate with Viluthu and jointly conduct the course. This course would be conducted at the SLF and the first advertisement for the next batch of course would be published during the 2nd week of October 2011.
   
    Completed Projects  
   

The consultancy services offered by the World Bank to Viluthu in order to Improve Women’s Access to Livelihood Opportunities and Local Services in the Post-Conflict Context of Sri Lanka has been completed. The project consisted of four stages, a  literature survey, consultation with stakeholders, review of the implementation manuals of the NELSIP and RaP programmes and pilot participatory projects. All four stages have been completed and the final report containing the findings and the recommendations has been submitted to the World Bank.
